They can be obtained through a variety of ways such as starting with them, being gifted them, as a reward from scenarios, and even as a reward from other skills (as seen when Kim Dokja obtains Yoo Joonghyuk's skill "Frost Resistance", from his own skill "Omniscient Reader's Viewpoint Stage 3").
